Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by what is thought to be an irritant spray, according to law enforcement.

A man, 24, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. They both are still being held, authorities confirmed.

These detentions come after an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 on Sunday. Before the incident, a pair of female travelers had stolen from them their suitcases upon exiting a car park lift.

A three-year-old girl was one of the those hurt during the incident. A total of five individuals were taken to the hospital for treatment and were later discharged.

Police detained a 31-year-old man on suspicion of theft and assault close to the location. He has since been released under investigation as the investigation proceeds.

Police were alerted at about 08:10 GMT following reports of a number of individuals injured by a noxious substance thought to be an irritant spray.

The attack - which police said was isolated and not considered an act of terror - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the T3 parking facility briefly.
